NASA claims this was a night time artificial cloud study using a Black Brant XII suborbital sounding rocket.
A study is being conducted, of natural noctilucent clouds, which are also known as polar mesospheric clouds. These noctilucent clouds are found in the upper atmosphere and are spectacular displays, most easily seen right after sunset. Noctilucent clouds are located in the mesosphere around 50 miles in altitude, the highest clouds in Earth’s atmosphere.
