The Cancellation of NASA’s Constellation Program - Cause for Concern
afa.org- It is sometimes said that if a decision has a nearly equal number of proponents and critics, it must have been a pretty good decision. Such is not the case with President Obama’s decision to cancel NASA’s Constellation program. [The Constellation program is a human spaceflight program which involves the development of spacecraft and booster vehicles to replace the Space Shuttle, with the Ares I vehicle for sending astronauts to the International Space Station and other low earth orbit missions, and the Ares V vehicle to send astronauts to the Moon and possibly to Mars as well.] The proponents say that Constellation’s demise is a good thing, because it will allow NASA to focus more of its efforts and resources on science…something that should have been at the core of its direction all along. Critics of the decision say that the cancellation is another sign of United States abrogation of its role as technological and exploration leader of the world. Both sides of the argument in this case have valid points to make, but there is far more at stake in this decision than merely the focus of NASA’s direction for the future.
There is no question that the cancellation of the Constellation program will result in the elimination of tens of thousands of jobs around the country. Not only will major suppliers feel the impact, but so will second and third tier suppliers, not to mention other collateral business fallout. The magnitude of the job loss is catastrophic enough, particularly when the nation is experiencing an unemployment rate of nearly 10%, but compounding the effect is the fact that jobs being lost are exactly the types we would like to retain if we are serious about remaining in a position of world leadership…highly technical design, engineering, and manufacturing jobs, most of which are fairly high paying. There is also a significant negative impact on the United States aerospace industrial base. As an example, we currently have but one or two companies in this country that can reliably produce large scale solid rocket boosters. The elimination of Constellation eliminates the need to produce those boosters, and as a result, the capability to do so will likely wither away. There is money in the NASA budget for research on large rockets, but there is a huge difference between R&D capability and production capability. Let us also not forget that our Armed Forces depend on these same companies to produce large missiles and boosters for our national defense. The DOD is not currently procuring enough large missile or booster systems to keep these companies afloat, either. In fact, it was the combination of military and NASA business that enabled a booster production capability to be maintained in this country. Since the NASA aerospace industrial base and the DOD aerospace industrial base are inherently intertwined, a significant negative impact on one has the same impact on the other.
One can argue the scientific merit of manned exploration of the moon, asteroids, and perhaps Mars. There are certainly other ways of doing at least some of that exploration. But what cannot be argued is the intangible value of demonstrating a technological capability that is a part of a portfolio of capabilities that translate into a position of leadership around the world. We know that the U.S. is not the only country that has (or had, in our case) aspirations of manned exploration missions on the moon. What is clear from President Obama’s decision is that the next human to set foot there will not be American.
The Constellation cancellation also means that, once the Shuttle is retired this year, we will no longer have a governmental capability to place astronauts in orbit around the earth or beyond. Instead, we will rely on the Russians to provide transportation to the International Space Station (ISS.) By agreement, that is a U.S. responsibility, which means we will be paying the Russians for that service. Relying on another country for this service, particularly one with which we do not always see eye-to-eye, carries a degree of risk. NASA also has plans to fund commercial U.S. firms to develop the capability to safely transport cargo and humans to and from the ISS. Whether that can actually be achieved and when it can be achieved are subjects of debate at this point, and the costs of those services are highly speculative at best. The bottom line is that there is no shortage of risk with either the Russian or the commercial option.
NASA has been long looked to as the entity that can inspire our young people to become excited about technologies of the future and to pursue education in science, engineering and math…areas in which our youth are currently lagging the youth of other countries, particularly in Asia. Those of us old enough to remember the days of Mercury, Gemini, and Apollo remember the excitement that was generated by those manned missions as we continually did things that had never been done before. That we were in a race to achieve those incredible things before anyone else only added to the excitement. In some sense, we believed that our very future as a world leader was at stake, and in many ways, it was. Thousands and thousands of young people were inspired to pursue technical fields, and we have reaped the benefits as a nation ever since. Not only were we successful in our manned space exploration pursuits, but the technical backgrounds of a significant portion of the workforce enabled us to make tremendous strides in quality of life and other benefits to society. The NASA website has a short slide presentation on the 2011 budget and the direction it plans to pursue consistent with that budget. Its concluding slide has a line that says, “NASA’s new strategic approach will … inspire a new generation of Americans.” Unfortunately, there is nothing in the approach that is very inspirational at all, except to perhaps a few who are already in the “choir.” With no human exploration program defined, there simply is nothing in NASA’s approach that inspires in the way that NASA inspired in the 1960s.
There are so many unintended consequences, primarily negative, tied to President Obama’s decision to cancel the Constellation program that one wonders if the decision was one that received sufficient thought prior to announcement. If the Administration believes it did, that may be cause for even more alarm.

Several brilliant flashes of light concern neighbors in North Carolina
What could have caused the brilliant flashes of light, power failure and odd animal behavior in the small town of Fuquay, North Carolina? Read the details of this report, below.

Summary: Did not actually see a craft, however I did see a very scary flash of bright light 4-5 times that was blinding
Report:
At 3:13 AM eastern time I was awakened by the 4-5 brightest flashes I have ever encountered. I thought lightning had struck my home because it was so intense, but I never heard a sound (thunder).
Following this extreme flash that resembled the intensity of a Arc Welder I proceeded outside to see if I could observe anything obvious. I walked outside and this strange feeling was surrounding me. There was absolutely "Zero Wind" it was not raining, so I knew it could not have been a lighting strike.
I went across the street to my neighbors house as I noticed she was lighting candles in her house for light. All power was gone, and I knew it was not a transformer blowing up as it could not do this 4-5 times. She also did not feel normal and this is why she also awakened.
We turned on her battery operated radio and could not get any signal for any stations - just white noise. She also had a XM radio and this picked up stations. Our Cell phones also would not get a signal. We both decided to get in the car and take a drive just to see if anyone had been in a car wreck and hit a power line.
We both jointly commented at the same time of the eerie animal behavior. I have never seen so many animals walking around as stunned as we were.
After driving for a while and not seeing anything we decided to call authorities in case someone had run into something and needed help. The operator had no reportings of power outages and accidents. This was approx 15-20 min after the sighting. Our radios and cell phones by this time were working in the car and power was still out.
When we got back to our neighbor hood and proceeded to go back inside we heard a strange deep whistling noise in the sky. After the sound had left power was restored.
My neighbors solar cell system is not working and the intense light overloaded her electrical system. The company that came out to repair said they had never seen anything like this.

I was leaning over the top of my car talking on the phone to a friend, when I saw a round silver shiny object come out of a cloud, leave its environment maybe twenty feet and then dart into another cloud, as if it realized it had left cover. There was no sound, not a humming or the whir of a classic motor.
As I was talking on the phone out of boredom, I looked upward as the event happened.
The clouds were about 100ft above ground (this is a 5' tall persons idea of height). The clouds were brilliant blue with a few large puffy clouds interspersed throughout the skyline.
I know it sounds odd and lasted less than 60 seconds....but I KNOW I am not hallucinating. What is truly weird, it was if I could see seams in the craft....were I too imagine it, first I would go with the '50's version of the inverted cup an saucer.......which my father and I saw in 1960 Anchorage Alaska.
Secondly, I would expect them to be so advanced it would not have seams.
I knew exactly what I was seeing, a UFO...we don't have crafts like that in our military; my daughters are USAF & US Army.
I was so excited and let down at the same time. I look for the old fashion ''saucers'', so I was kinda disappointed it was a ball. Buy I knew what I saw was not anything I have flown in.
I told the friend I was talking to at the time, she scoffed at me then said she believed me...but I have learned in the course of our friendship, that is not necessarily true.
Once it left my vision, well, I have kept my eyes on the skies ever since, especially on semi-cloudy days...to no avail. I want to see more!
So having seams was there anyone doing experiments?

To have made this up would take credence from my memory...a lie has no real life, this happened, whether I am Believed or not, doesn't matter, I was there and I saw what I have reported here.

How To File A UFO Report
I've been asked many times, how to file a sightings report to UFO Reporting Centers. It isn't difficult, it's just like filling out any other forms but preparedness counts; that and to be truthful in your statements.
Some of the best advice on how to report a UFO sighting can be found here, at "Best UFO Resources", by Dimitris Hatzopoulos.
On his site, Dimitris suggests the information that you should include in your report, what to do when you have an actual sighting and where to report a sighting.

There are also a few suggestions I would like to add, such as:
If you can't write everything down as you are observing a UFO, write down as much information as you can, as soon as you can, while it is still fresh in your memory.
If you have a camera, take pictures. If you have a video camera, use it and follow the guidelines found here.
When preparing to file your report, use a word program on your computer, check your spelling and then copy and paste your report into the area provided by the reporting center, or save and attach the file.
I can't emphasize enough, that "spell checker" is your friend, use it. If you don't have spell checker, dictionaries can help.
At least attempt to structure a sentence, so that it makes sense. Use periods and commas as needed.
Don't use "all caps". IT'S NOT POLITE! It's considered as 'shouting'.
Videos
When video taping an unidentified flying object, try to describe what it is you are seeing.
Note color(s), shape, apparent size, lights and flashing patterns, direction of movement, flight patterns, sounds (or lack of), etc. You might also mention what you are feeling, such as whether you are frightened, or have a sense of elation. All this information should be recorded in your typed/written report.
If you have a camera tripod, use it. If you don't have a tripod, steady the camera by placing your elbows on a solid structure, such as the hood of a car, or even a tree branch. Use whatever means you have to steady the camera.
Set your camera to manual focus, infinity. If you want to zoom in, do so manually.
When videoing the object, avoid using foul language. It might amuse your friends but foul language in the written report, or on the audio, does not amuse those reading, watching and listening to the evidence.
If others are with you while you are videoing the object, ask them to describe what they are seeing.
Of course it would be wise, to ask other witnesses if they are willing to participate in the investigation. Let them know that your intentions are to report this sighting. If they are agreeable, write down their names and contact information.
When to report your sighting
Report you sighting and offer up any evidence, such as videos, photos, drawings, etc., as soon as possible, preferably that same day/evening.
If you are reporting your sighting to an organization such as MUFON, do not put your name, address, email address, or phone number in the body of the report. That information should be listed elsewhere in the report file and not where everyone else can see it. All it takes is a few harassing phone calls, or hateful emails, to make you realize your mistake.
It is important for scientific research of the UFO phenomena, that you report your sightings to a reputable research organization. However, not all reports will get a reply and not everyone will receive a phone call from MUFON, NUFORC, etc.
Where to report your sighting
The important thing is that you file that report as soon as possible, honestly and fully. Your report goes into the UFO database and it's possible that others will report what you saw (from their perspective), corroborating your sighting.
Additional witnesses are a big plus but be sure to get their approval first.
If you do not wish to be contacted by a third party investigator, say so.
I should also add here, that not including your own contact information will probably lead to the assumption that the report may be a hoax. Allow an investigator to contact you. They will have more questions that can help your case.

Cigar-Shaped Craft Over Delaware City

Summary: Several Cigar Shaped Objects
Report:
I was driving 3/4 miles north of the "OLD ST. GEORGE'S" Bridge on rt. 13. I looked up and saw a cigar shaped object with 3 lights, as I got closer to the object, which was slowly moving southwest, I was able to make out windows in the object. There was no audible noise.
My friend called my cell phone just as I saw the object, I told him what was going on and he told me to double back. I did, the slow moving object was gone; however, I saw what appeared to be planes or helicopters now in the distance.
I continued on my original course, and again the same/duplicate object appeared in the same fashion. This time I drove directly under it. No noise, Moving at relativity low speed 50mph, Approx. 200 - 500 feet in the air, approx 70 - 90 feet long. Gray in color, cigar shaped.
I'm not sure what I saw, my friend was on the phone the whole time, I don't have a camera so I couldn't capture it. Dover AFB is located roughly 30 miles south of my position. Could these have been planes on a mission? I've never seen planes move so slowly, without noise. Definitely freaked me out.
I'm no saying it was alien, but it was an object I can't easily identify. Hopefully someone can find out. This must have been seen by others, since rt 1 (a busy highway) runs directly parallel with my position.

Object Stops Traffic In Austin

Summary: Large metallic object came [from] the clouds partially then reversed back into clouds
Report:
This is my second attempt to report this event. My first time was to a local UFO website but I never heard back from anyone. What I saw that morning has haunted and intrigued me everyday since.
I was in my truck at the intersection of Stassney Lane and IH 35 east bound on Stassney sitting at the stop light. It was rush hour and lots of other vehicles waiting as well.
It was a cloudy morning with a ceiling of no more then 1500 ft I estimated afterwards. As I was waiting at the light an object caught my eye just coming out of the clouds to my front and right. Other people at the light saw it as well.
The object a grayish metal color came partially out of the clouds. The portion of the object we all saw is best described as like the shape of a ram air parachute. This part that was visible was very large and you could see squared sections around the edges and was definitely made of some type of medal [metal].
Only a portion of the object came through the clouds and hovered and you could see the clouds moving past it. It was amazing.
I looked at other drivers and we all missed a cycle of the stop light watching this thing. It made no noise. It stay there for about 30 to 45 seconds and backed into the clouds and it was gone. It did not go straight up but backwards just like where it came from when it appeared.
I am a firefighter/EMT and have extensive knowledge of aircraft and flight space around Austin and this was not anything I have ever seen before or since. I tried looking up aircraft with similar shapes and size and found nothing.
I would be glad to make a drawing for you if needed.
PLEASE HELP ME TRY AND FIGURE OUT WHAT I SAW AND HELP ME PUT MY MIND TO REST.

Man stationed at Fort Yukon files a report to MUFON

Summary: Radar acquisition of object
Report:
My name is James Beaman. From Jan 1974 thru December 1975, I was stationed at Ft. Yukon Acws site in FT Yukon Alaska, which is part of the early warning system. The site was manned by USAF personnel. Many times during the evening shifts we would get radar images of unidentified aircraft molesting civilian aircraft bound to different destinations through out the world. These aircraft were incredibly fast and could turn on a dime. We had several times that the aircraft in question would molest an SR 71 heading through Alaskan airspace. You know haw fast the SR71 is. The manual ground speed, as determined by the operators was over 2600 hundred miles per hour. These craft would com in from different headings and molest the aircraft for a few minutes and then sped away in some different direction. Some of these turns were impossible for the Military and the civilian aircraft.
When these air space incursions happened to military and civilian aircraft alike Anchorage Center would yell on the hot box if we had any military aircraft molesting the civilian aircraft. Our procedure at the time was to turn on the scope camera to record the incidents. I am sure there are records of these interdictions in the USAF files, if you know what to look for.
The reason I am writing this letter today Is that I am watching the story of the JAL pilot that saw a UFO over Alaska in the 1980's. I want to tell you that I am sure this Pilot saw what he saw. If you look deeper into the incidents over Alaskan Air Space you will definitely find the proof you need. I am not sure what the USAF did with the record of these incursions. But I know they happened and there is a lot of guys stationed in Fort Yukon, Alaska that could tell you more about these incidents.

Over northeastern Alaska
ufoevidence.org- It was just a routine flight. Well, not exactly routine.... It was a special Japan Air Lines 747 cargo flight to carry a load of French wine from Paris to Tokyo. The flight plan would carry flight 1628 from Paris to Reykjavik, Iceland, across the North Atlantic and Greenland, then across Canada to Anchorage, Alaska, and finally across the Pacific to Tokyo. The crew consisted of veteran Captain Kenju Terauchi, co-pilot Takanori Tamefuji, and flight engineer Yoshio Tsukuba.
On November 16, 1986, laden with wine, JAL1628 took off from Paris and flew the first leg of the trip, to Reykjavik. The next day, they continued, flying over Greenland and then across northern Canada without event.
Just after they crossed into Alaska, at 5:09 PM local time, Anchorage Air Traffic Control contacted them on the radio to report initial radar contact. The Anchorage flight controller asked them to turn 15 degrees to the left and head for a point known as Talkeetna on a heading of 215 degrees. They were at 35,000 feet and traveling at a ground speed of about 600 mph.
At about 5:11 PM local time, Captain Terauchi noticed the lights of some sort of aircraft about 2000 feet below and 30 degrees to the left front of them. He decided that the aircraft was probably an American jet fighter from nearby Eielson or Elmendorf Air Force Bases patrolling Alaskan airspace, so he ignored them at first. However, after a few minutes, he noticed that the lights were keeping pace with his own aircraft, which would be an unusual thing for patrolling jets to do.
It was about seven or so minutes since we began paying attention to the lights (when), most unexpectedly, two spaceships stopped in front of our face, shooting off lights. The inside cockpit shined brightly and I felt warm in the face.
Terauchi said that it was his impression that the two objects he had seen below them minutes before had suddenly jumped in from of him. The craft, one above the other, kept pace with the 747 for several minutes, moving in unison with an odd rocking motion. After about seven minutes, they changed to a side-by-side arrangement. Terauchi said that the "amber and whitish" lights were like flames coming out of multiple rocket exhaust ports arranged in two rectangular rows on the craft. He felt that they fired in a particular sequence to stabilize the craft, much like the small maneuvering thrusters on the Space Shuttle. He also reported seeing sparks like a fire when using gasoline or carbon fuel.
Co-pilot Tamefuji described the lights as "Christmas assorted" lights with a "salmon" color. He said: I remember red or orange, and white landing light, just like a landing light. And weak green, ah, blinking. He also described the lights as pulsating slowly. They became stronger, became weaker., became stronger, became weaker, different from strobe lights. The lights were "swinging" in unison as if there were "very good formation flight...close" of two aircraft side by side. He described the appearance of the lights as similar to seeing "night flight head-on traffic", where it is only possible to see the lights on an approaching aircraft and "we can not see the total shape." He said, I'm sure I saw something. It was clear enough to make me believe that there was an oncoming aircraft.
Flight engineer Tsukuba, who sat behind the copilot, did not have as good a view of the lights. He first saw them "through the L1 window at the 11 o'clock position" and he saw "clusters of lights undulating". These clusters were "made of two parts...shaped like windows of an airplane". He emphasized that "the lights in front of us were different from town lights." He described the colors as white or amber.
Tamefuji decided to call Anchorage Air Traffic Control, and for the next thirty minutes the 747 and AARTCC were in constant contact regarding the UFO.
During this time, Captain Terauchi asked Tskububa to hand him a camera so that he could attempt to take a photograph of the lights. However, Terauchi was unfamiliar with the camera and could not get it to operate. Tsukuba also could not get his camera to operate due to problems with the auto-focus and finally gave up trying to take a photo.
At this point they began experiencing some radio interference and were asked by Anchorage to change frequencies. Terauchi later said that Anchorage kept asking him about clouds in the immediate area: They asked us several times if there were clouds near our altitude. We saw thin and spotty clouds near the mountain below us, no clouds in mid-to-upper air, and the air current was steady.
Soon after the exchanges about clouds, the objects flew off to the left. Terauchi said later: There was a pale white flat light in the direction where the ships flew away, moving in a line along with us, in the same direction and same speed and at the same altitude as we were.
Terauchi decided to see whether they could see anything on the 747's own radar:
I thought it would be impossible to find anything on an aircraft radar if a large ground radar did not show anything, but I judged the distance of the object visually and it was not very far. I set the digital weather radar distance to 20 (nautical) miles, radar angle to horizon (i.e., no depression angle). There it was on the screen. A large green and round object had appeared at 7 or 8 miles (13 km to 15 km) away, where the direction of the object was. We reported to Anchorage center that our radar caught the object within 7 or 8 miles in the 10 o'clock position. We asked them if they could catch it on ground radar but it did not seem they could catch it at all
At 5:25:45, after spending two minutes looking, the military radar at Elmendorf Regional Operational Control Center also picked up something. The ROCC radar controller reported back to the AARTCC that he was getting some "surge primary return." By this he meant an occasional radar echo unaccompanied by a transponder signal.
A Gigantic Spaceship!
As the 747 neared Fairbanks:
The lights (of the city) were extremely bright to eyes that were used to the dark. (The cockpit lights had been turned off to eliminate window reflections of internal lights.) We were just above the bright city lights and we checked the pale white light behind us. Alas! There was a silhouette of a gigantic spaceship. We must run away quickly! "Anchorage Center. The JAL1628 is requesting a change of course to right 45 degrees." It felt like a long time before we received permission
Just after the plane turned to the right, the AARTCC controller called the Fairbanks Approach Radar controller to find out whether or not the short-range radar had a target near the JAL. The approach radar reported no target other than JAL1628.
The plane came out of the turn and flew toward Talkeetna at an altitude of 31,000 ft, with the object still following.
At about 5:40 a United Airlines passenger jet took off from Anchorage and headed north to Fairbanks. The AARTCC controller decided to ask the UA pilot to try to see the object that was following the JAL flight. The UA pilot said he would look when he got closer. The controller asked the JAL flight to stay at 31,000 ft and the UA flight to stay at 29,000 ft. He then directed the UA flight to turn some more so that the planes would pass within five miles of one another.
As the United Airlines jet got closer, the UFO apparently dropped behind, allowing the JAL plane to get far ahead. The United pilot asked the AARTCC to have the JAL pilot flash the headlights on the JAL aircraft so he could locate the plane. At 5:49:45 the JAL pilot did that. At this point the planes were about 25 miles apart.
When the planes were about 12 miles apart, the UA plane reported seeing the JAL plane and nothing else. But by this time the UFO had apparently disappeared, not being seen by JAL1628, either.
At about 5:51, the AARTCC requested that a military TOTEM flight in the area also fly toward the JAL plane for a look. During the next several minutes TOTEM viewed the JAL plane but couldn't see any other traffic. JAL1628 proceeded to Anchorage and landed at 6:20 PM.
The FAA conducted an investigation of the incident, and did not issue its final report until March 5. CSICOP's (Committee for the Scientific Investigation of Claims of the Paranormal)Phil Klass issued a premature statement on January 22 claiming that the UFOs were the planets Jupiter and Mars - an impossible solution because the UFO was seen in a part of the sky opposite the position of these planets and because the UFOs moved from positions one above the other to side by side. CSICOP later issued a second explanation that the UFO was light reflecting off of clouds of ice crystals - also unlikely because the sky was clear at the reported altitude of the UFO. The FAA attributed the radar images received by ground radar to a "split radar return from the JAL Boeing 747."

My name is James Beaman. From Jan 1974 thru December 1975, I was stationed at Ft. Yukon Acws site in FT Yukon Alaska, which is part of the early warning system. The site was manned by USAF personnel. Many times during the evening shifts we would get radar images of unidentified aircraft molesting civilian aircraft bound to different destinations through out the world. These aircraft were incredibly fast and could turn on a dime. We had several times that the aircraft in question would molest an SR 71 heading through Alaskan airspace. You know haw fast the SR71 is. The manual ground speed, as determined by the operators was over 2600 hundred miles per hour. These craft would com in from different headings and molest the aircraft for a few minutes and then sped away in some different direction. Some of these turns were impossible for the Military and the civilian aircraft.
When these air space incursions happened to military and civilian aircraft alike Anchorage Center would yell on the hot box if we had any military aircraft molesting the civilian aircraft. Our procedure at the time was to turn on the scope camera to record the incidents. I am sure there are records of these interdictions in the USAF files, if you know what to look for.
The reason I am writing this letter today Is that I am watching the story of the JAL pilot that saw a UFO over Alaska in the 1980's. I want to tell you that I am sure this Pilot saw what he saw. If you look deeper into the incidents over Alaskan Air Space you will definitely find the proof you need. I am not sure what the USAF did with the record of these incursions. But I know they happened and there is a lot of guys stationed in Fort Yukon, Alaska that could tell you more about these incidents.
